This is a clever style of swim step rails, they are all mounted in sockets, which makes them easily removeable - maybe for the large fish you just caught, or just access for loading and unloading

Here is an example of a really nice rail mounting plate,with the weld  completely sanded out and polished.....labor intensive, but beautiful,eh?
